BIL
2008-2009:
The
Budget d’initiatives locales (BIL) is a fund that
provides for local initiatives projects that develop the
employment potential of unemployed persons. Projects help
persons integrate the labour market through new approaches
to existing problems. Priority is given to projects whose
clientele receive Employment Assistance benefits, Employment
Insurance benefits or who are without revenue, whose precarious
financial situation represents a barrier to the development
of their employment potential.
Project selection is carried out by a Table ad hoc de concertation
composed of 6 members representing intervenors in labour
force development from the whole of the area covered by
the CLE du regroupement de l’Ouest. This Table has
retained the services of the CDEC CDN/NDG as expert resource
in labour force development consultation with responsibilities
which include (among others) the promotion of the BIL in
each territory, support and guidance to promoters around
the submission of their BIL project ideas, analysis and
recommendation of eligible projects submitted to the Table
ad hoc, and followup of accepted projects.
There is a separate BIL fund attached to each of the the
3 areas served by the CLE du regroupement de l’Ouest.
Each fund is available to duly constituted nonprofit organizations
(NPOs) located in the territories of the CDN, Saint-Laurent,
and West Island CLEs.
Please note that projects may be submitted for analysis
by the Table ad hoc de concertation up until the point that
monies available for the 2008-2009 BIL have been disbursed.

2006-2007 BIL Projects (CDN/NDG)
:
1) Projet d’intégration en emploi pour
des travailleurs manuels II (Centre de recherche
d’emploi CDN) : Individual support in English and
French for 15 newly-arrived persons in order to develop
their employment potential and to establish contacts with
employers.
2) Projet de préparation et de réintégration
à l’emploi (Communauté vietnamienne
du Canada) : Pre-employment workshops and a work experience
in order to minimize the isolation of 10 persons and mobilize
their reintegration into the labour market. Total training
time = 240 hours.
3) Groupes de soutien en employabilité II
(Centre Multiethnique NDG) : Bilingual support
groups for highly educated immigrant job searchers in the
fields of accounting and engineering. Training time = 176
hours.
4) Stage-clef d’intégration pour jeunes
immigrants II (CJE NDG) : Labour market insertion
for 10 recently arrived educated, young immigrants via an
unpaid work experience (stage). Training time = 206 hours.
5) Empowerment Towards Employment (NDG
Food Depot) : Offered to 10 socially isolated Food Depot
clients not currently using available employment resources.
Individual & group interventions. Followup from partners
such as CSSS, CJE NDG, and t Head and Hands. Training time
= 270 hours.
6) Formation en CDAO fabrication mécanique
(APCDAO) : Training in CDAO and INVENTOR with a
4-week unpaid work experience, offered to 14 engineers trained
overseas. Training time = 575 hours. Project cost is divided
equally between CDN/NDG and St-Laurent as an equal number
of participants come from each territory.
2007 – 2008 BIL Projects
: Territory of Saint-Laurent
Accélérer l’intégration
des femmes immigrantes : Moyens et mesures
(« Ways & Means of Accelerating the Integration
of Immigrant Women »)
This project offers a series guided activities to a group
of 10 immigrant women in the areas of skills assessment,
cultural adaptation, and job search techniques as well as
a work internship. The promoter is the CEJFI (Centre d’encadrement
des jeunes filles immigrantes). Project activities are offered
in French. .
2007 – 2008 BIL Projects
: Territory de Ouest-de-l’île
T@ place au travail (« Your Place
At Work »)
This project aims to prepare 10 persons to integrate into
the labour market or to return to school, via 3 training
modules : personal competencies (‘soft skills’),
labour market information, and computer and internet basics.
The promoter is Cloverdale Multi Ressources, located in
Pierrefonds. Project activities are offered in French.
